New York LLC publication cost by county
Same law, same six weeks, same two newspapers. The bill swings from around $320 to around $2,650 based on one line in your Articles of Organization. And the published figures disagree with each other more than most sites will admit.
The short version
What decides the cost?
The county of office named in your Articles of Organization. That county's clerk assigns the two newspapers, and each paper sets its own legal notice rate.
The state takes $50 for the Certificate of Publication and nothing else. Every other dollar goes to newspapers.
So the spread is not a state policy. It is the price of column inches in a Manhattan daily against the price of column inches in a weekly in Yates County.
Read this before you trust a number
Why do the published costs disagree?
Four sources, same counties, wildly different figures.
Because no county clerk publishes a rate card. Every figure online is one company's estimate or its own package price, and those companies do not agree with each other.
Here is the same set of counties as four sources report them. We are not picking a winner, because we cannot verify any of them.

Albany County is the clearest case. One source says $140, another says $650. That is not rounding.
Part of the gap is that B bundles a service fee and the others do not. Most of it is that these are estimates from companies with an interest in the answer.
The mechanism
How does the clerk pick your newspapers?
You send the clerk your Department of State filing receipt and the clerk assigns two papers. Several counties assign in rotation, in the order requests arrive, so you cannot choose.
The Queens County Clerk states the rule plainly. Publication directives are assigned in the order each request for publication is received, after you provide your original filing receipt by email or in person.
Read that against the price tables above and the problem is obvious. You do not know which two papers you get until after you file, and the rate depends on which two you get.
That is why every honest figure on this subject is a range, and why nobody can quote you in advance.

Add $50 to every row for the Certificate of Publication. That part is fixed and goes to the state.
A pattern worth noticing. Cheap is not the same as upstate. Erie, Monroe, and Onondaga sit near Albany on one source and well above most rural counties on the other, because a city daily costs more than a village weekly wherever it is.
Both columns come from companies that sell publication services. Treat them as orientation, not as prices. The only number that binds is the one the assigned newspapers give you after the clerk names them.
The claim to be careful with
Can a registered agent lower this bill?
No. Publication is priced by the county of office on your Articles of Organization. A registered agent's address sits in a different field and has no effect on which newspapers you use.
A large part of the New York registered agent market is built on blurring those two fields. Buy our Albany address, save a thousand dollars on publication.
The saving is real. The causation is not. Upstate publication is genuinely cheaper, and the thing that puts you upstate is what you write in the county of office box, which costs nothing and belongs to you.
We are in New York County and we are telling you the same thing we would tell you if we were in Albany. Your county is your decision, it should reflect where your LLC's office actually is, and no agent's mailbox changes it.

Practical
How to get a number that binds
- File the Articles of Organization, then send your filing receipt to the county clerk and ask for the publication directive. That is the step that names your two papers.
- Call both assigned papers with the notice text and ask for the six week price. This is the only quote that means anything, and the tables above stop mattering the moment you have it.
- Ask for the short form notice. Section 206 sets what the notice must contain, and padding it costs money by the line.
- Compare that total against a publishing service's all-in price. Services chase the affidavits for you, which has real value, but not always the markup.
- Consider whether an LLC is the right structure at all. Corporations do not publish. See incorporating in New York.
What does not work is writing a county you have no connection to because a website told you to. The county of office is a statement on a state filing.
